Tax Big Data Highlights China's Sound Economic Performance

This is a State Taxation Administration release publicizing tax big-data findings that show strong economic performance, with a specific focus on how the National Day holiday lifted spending on both services and goods. It is a communications and data item rather than a new rule — it does not create any obligation, filing requirement, or change in tax treatment. Its value to business readers is as an official read on consumption momentum and on how STA invoice data is being used to narrate economic conditions.

Regulations on the Reporting of Tax-Related Information of Interne...

China's State Council has issued a national regulation requiring internet platform companies to report tax-related information about the businesses and individuals earning money on their platforms to tax authorities. Platforms must file basic company details within 30 days and then report seller and gig-worker identity and income data every quarter. The rule is meant to close tax gaps in the platform economy and create a level playing field, and it carries fines of up to RMB 500,000 plus suspension of operations for platforms that fail to report or falsify data. It took effect on promulgation and applies to overseas platforms serving Chinese users as well.

Do now: Platform operators should confirm local tax-bureau registration and filing channels now and build systems to capture, verify and submit quarterly seller and practitioner identity and income data in STA-prescribed formats.

The Central Bank of the People's Republic of China

This page from the People's Bank of China describes the Financial Street Forum as a major platform the central bank uses to communicate with markets, and announces a publication series that carries speeches and policy research papers on central bank digital currency (CBDC) by PBC officials and staff. It does not introduce any new rule, obligation, or market-opening measure. Its significance is as a signal of the PBC's communication posture and its continued push on e-CNY research, not as an enforceable policy change.

China issues guidelines to boost consumption, investment through infrastructure upgrades

China's National Development and Reform Commission and other departments have issued joint guidelines to upgrade the physical and digital infrastructure that supports consumer spending — shopping districts, marketplaces, parking, tourism sites, delivery networks and 5G coverage. The goal is to get consumers spending and to pull in investment at the same time, so that consumption and investment reinforce each other. It follows a dedicated five-year consumption-expansion plan released in July 2026, against a backdrop of weak retail growth (2.6% year on year in the first three quarters). The document sets direction for local governments rather than creating directly enforceable obligations for companies.

China's central bank to raise forex reserve requirement ratio to keep yuan stable

China's central bank will raise the foreign exchange reserve requirement ratio for financial institutions from 4% to 6%, effective November 15, 2026 — the first increase in nearly five years. The move forces banks to hold more foreign currency deposits at the PBOC, which drains U.S. dollar liquidity and is intended to slow the yuan's rapid appreciation. It signals that Beijing wants a stable, not strengthening, currency after a 4.2% rise against the dollar in the first nine months of the year.

MOFCOM Spokesperson’s Remarks on the newly released Proposed Rule on Outbound Investment Restrictions by the U.S.

China's Ministry of Commerce responded to the U.S. Treasury Department's newly proposed rules restricting U.S. outbound investment in China, which were released for public comment on October 23. MOFCOM said the proposal unfairly broadens and tightens restrictions on U.S. investment in China, calls it a misuse of national security language, and said it damages normal business cooperation and the international trade order. China expressed serious concern and firm opposition, said it will keep watching the process, and reserved the right to take countermeasures. No new Chinese rule or obligation was created by this statement.

MOFCOM Spokesperson’s Remarks on the Revision of the Catalogue of Technologies Prohibited and Restricted from Export

China's Commerce Ministry (MOFCOM) and the Ministry of Science and Technology have opened a public consultation on adding 40 technologies to the Catalogue of Technologies Prohibited and Restricted from Export, covering artificial intelligence, biomedicine and photovoltaics. Fourteen technologies would be banned from export outright and 26 would require a licence. Separately, and immediately, exporters of the listed technologies must register each export on MOFCOM's online technology-trade platform until the formal revised Catalogue takes effect. The measures include fast-track 'automatic licensing' for open-source releases, overseas self-owned cloud deployment, joint R&D and humanitarian uses, and they do not target any specific country.

Do now: Screen your technology exports and outbound licensing or control-transfer arrangements against the 40 listed items and register any covered exports on MOFCOM's Technology Trade Management Information Application before proceeding.

SAFE Releases China's International Investment Position as at the End of June 2026

China's foreign exchange regulator published its quarterly snapshot of what the country owns abroad versus what foreigners own in China. At the end of June 2026, China held USD 12.18 trillion in external financial assets against USD 8.36 trillion in liabilities, leaving a net creditor position of USD 3.82 trillion. The figures show China remains a large net creditor, with reserve assets and direct investment abroad making up the bulk of assets, while foreign direct investment into China accounts for half of all liabilities. SAFE also released a companion Balance of Payments Report for the first half of 2026 to help readers interpret the numbers.

USD/CNY Fixing Rate

This page explains how China sets the daily central parity rate (the 'fixing') for the yuan against the US dollar — the reference rate around which the currency is allowed to trade. Each morning the China Foreign Exchange Trade System polls market makers, strips out the highest and lowest quotes, and takes a volume-weighted average, with a 'counter-cyclical factor' added to dampen sentiment-driven swings. Nothing new is being announced here; it is a standing description of the mechanism, last updated in 2018/2021, so it is background reference material rather than a new rule.

China’s Macroprudential Management System: Development Practice and Future Evolution-Keynote Speech by Governor Pan Gongsheng at the Annual Conference of Financial Street Forum 2025

PBOC Governor Pan Gongsheng used a keynote at the Financial Street Forum to lay out how China will build a fuller "macroprudential" safety net over the financial system — the rules that watch for risks building up across banks, insurers, markets and cross-border flows rather than inside any single firm. He also confirmed near-term operational moves: monetary policy stays accommodative, the central bank will resume buying and selling government bonds, the digital yuan (e-CNY) gets a new cross-border hub in Shanghai, the long-standing crackdown on virtual-currency trading stays in force, and a one-off personal credit-record repair policy is planned for early next year. Because this is a speech rather than a published rule, it is a strong signal of direction but creates no immediate compliance obligation.

The People's Bank of China, the financial regulator (NFRA) and the securities regulator (CSRC) have issued a single, unified Green Finance Endorsed Project Catalogue (2025 Edition) that replaces the separate green bond catalogue used since 2021. From 1 October 2025, banks, bond issuers and other financial institutions will use one common list of qualifying 'green' projects across green loans, green bonds and other green financial products, which should make green assets easier to compare, trade and manage. China's State Taxation Administration reported on September 29 that its refined value-added tax (VAT) credit refund policy has paid out 281.8 billion yuan (about US$41.8 billion) in the year since it took effect. The refunds let eligible businesses claim back input VAT they have already paid instead of carrying the credit forward, freeing up cash for equipment upgrades and innovation. The money is heavily concentrated in manufacturing, scientific research, software and environmental protection, which together received 212 billion yuan, or 75.2 percent of the total. The article is a results update on rules first announced in August 2025 by the Ministry of Finance and the State Taxation Administration, not a new regulation.

China's central bank announces enhanced financial support for economy

China's central bank is making credit cheaper and more abundant for targeted parts of the economy. It cut the interest rate on its Pledged Supplementary Lending (PSL) facility from 1.75% to 1.5%, widened the projects that PSL can fund to include the "six networks" infrastructure build-out, and raised relending quotas for sci-tech firms, agriculture, small businesses and private companies by a combined hundreds of billions of yuan. Separately, the finance ministry, PBOC and banking regulator will start one-year interest subsidies on housing loans from October 1, 2026. The moves matter because they lower borrowing costs and expand available credit for banks and their corporate borrowers without a broad, headline rate cut.

Xi Focus: Steering China's strides toward manufacturing powerhouse

Chinese President Xi Jinping has made advanced manufacturing the centerpiece of China's economic strategy, warning that manufacturing's share of GDP has been falling too fast and must be kept at a 'reasonable' level. The 15th Five-Year Plan (2026-2030) formalizes this by calling for a modern industrial system led by advanced manufacturing, with emphasis on high-end, intelligent and green production and on self-reliance in core technologies such as chips and machine tools. This piece is a political retrospective rather than a new rule, but it confirms that foreign investment restrictions in manufacturing have already been fully removed and signals continued state backing for the sector.
